I swapped all the capacitors. The ic swapped. Everything re-soldered. The diodes checked, etc. But the voltage fluctuates extremely with 5 and 12 V line. @ettore

Short between Ground +12V and +5V. 1 cap had a short 1 cap out of specs and the BTB 16 200B is death. wish me luck that that's all Ha Ha,
